A readiness program works best when scope, risk and ownership are clear before documentation expands.

Define the business reason

Clarify whether the organization is responding to customer expectations, donor requirements, regulation, internal risk or a certification objective.

Set a realistic scope

Identify the services, locations, processes, people and technology that the information security management system will cover.

Assign accountable leadership

Name the executive sponsor, implementation lead, control owners and decision forum. Readiness stalls when accountability is assumed rather than explicit.

Assess risk and existing controls

Understand important information risks and the controls already operating before selecting more documentation or technology.

Build the evidence plan

For every required activity, decide what proof will demonstrate that the control is designed, assigned and operating consistently.
